I would say it’s “safe”
I bought it last year.
It looks like sawdust kind of.
It smells delightful, and I’d say it sorta works for a few hours but once it’s rained on forget it.im pretty sure if they see it though , they’ll eat it.

Does it melt with the rain?
 
It's not meant to be eaten, and I agree that your chickens will likely eat it. Very likely it's toxic when eaten. What does the label say? The MSDS sheet?
