Can I use this to make a hay manger?

My mother recently purchased this weird wire sculpture on an impulse at a thrift store claiming that it would be made into a hay manger for our 2 nigerian dwarves. This piece can't be more than a foot wide, if that. Can it be done?

Not sure how this turned out for you, but I made a hay feeder out of pallets for my horses. It works very well. There are many different designs for home made feeders if you look on google.
