Can my chicks go to the coop without a heat lamp?

I have 5 RIR chicks that I would like to get out to the coop. They are partially feathered and very... active (making a mess in the brooder).

The daytime temperature is about 75 degrees and the lows are 60-65 degrees. I do not know how old these babies are so I posted a picture of them. Also this photo is from 5 days ago and the babies have even more feathers now. Their head feathers are coming in now. The tiny chick in the photo is not going outside, just the larger birds.

 
I would wait until they are fully feathered to be on the safe side, or use a lamp to maintain the temp they need.
