India Blue peafowl that are well fed, living in a well built, draft free poultry house with a deep straw floor covering will do very well at minus 22 and much colder. Perches must be wide enough that the birds toes are covered by their feathers to prevent frost bite. They can be let out into the pen during the day to get some sun. Green peafowl will need heat.
