Can pinless peepers be a good solution? Roo and top hen being bullies to bottom hen. Attack her every chance they get.

My rooster and top hen keep bullying my bottom level Orpington hen. They both gang up and try to chase her off. Sometimes she submits and they peck the crap out of her head. So mean! I want to put peepers on my roo and top hen and see if that calms things down. I would imagine he could still see the sky and alert the flock to take cover, but might not make a good attack if a hawk comes down for lunch.
 
Or you can pull either your victim, see if they pick a new victim. Or pull the hen, see if this settles things. Or pull the rooster. Sometimes you truly get a bird that just does not fit with the flock you have. If so, re-home her.

But I would try the peepers first, a lot of people swear by them.

I've not needed to use them when the chickens were able to go out of the run. I've only used them during times when someone is getting bullied and the gals have been restricted to the run for whatever reason.
