If its a dirt floor, yes. I don't think a coon would be that persistant, but a coyote? Yep. You could put some metal skirting along the ground at the base of the coop. That would help secure it a bit.

It is not a dirt floor - it is concrete pavers laid as a foundation (the pavers are on dirt though) I am asking if they are strong enough to dig under coop and push up pavers that are essentially the flooring...

No. If the pavers are abutting each other the raccoon will not be able to push his way through.

I would think that the raccoons would be stronger and smarter than a coyote so if you stop the coon the coyote won't be a problem. I'd be interested in other opinions.
