Can small chicks be selcted out for future "psuedo" bantams later?

Will a small chicken (a "runt" of the litter, so to speak) be genetically inclined to make smaller chicks? Or will its offspring be inclined to be normal size?

It is possible to breed down size over a period of many years, just like any other trait. A dearly departed forum member here did it with Rhode Island Reds, I believe he said it took him 15-20 years.
