Can someone explain this mite infestation? I dont get it.

A friend of mine has a large new barn that he is using for a coop. In the barn are smaller cages where the chickens stay most of the time. The have never free ranged except for a little dog run on the end of the barn. He cleans all the cages and the barn every two weeks without fail. He feeds and waters every morning and evening. He is very picky about the cleanliness. Why then does he keep getting a mite infestation? When he finds mites, he treats birds, cages, and coops with sevin dust. I dont do half the cleaning he does and I never have a problem with mites. He's got those tiny, little red and black mites. What is the cause of these and how to get rid of?
 
What is he using for "bedding" if any in the cages and what is the floor of the run made of? Are there any other animals in thebarn/area? Were there any other animals in the barn? What is the floor of the barn made of? And the walls??
 
If he is only treating one time, it may not be enough. Stubborn mites need to be treated for again after 10 days with the sevin dust again. It also makes a difference how the dust is applied. He might also want to go the ivomec route too to help.
 
He might not have gotten rid of the mites completely or they might be getting reinfested. All it takes is one wild bird with mites, perching on the top edge of the run or flying into the barn and perching above their cages. I'd give them a dust bath to use, to help fight mites before they get out of hand, instead of waiting to treat them after they have an obvious infestation. That's a chicken's natural defense against mites.
 
Thanks for the replies. The trees surrounding the barn are maple trees. The entire barn is made of pine only. The bedding is pine. There are guinea hens that live across the street that continue to visit his barn daily.
I have to agree with the replies that he is just not following up 10 days later with another application of sevin dust. I've spoken to him and he will dust everyone tonight and clean out the barn. He will then follow up again next weekend and do it all over. I told him to do it for a couple weeks.
A month ago, I took one of his birds, it was sickly, pale comb, all puffed up and very very skinny. I told him she was covered in mites. After a month, I'm happy to say i got this girl looking great. Her comb is red again and she is gaining weight back and laying eggs again. I found all his birds to be HEAVILY infested and he never knew. He has been wondering why all his birds are wasting away to nothing even though they are eating.
Thanks again for the help. Hopefully I found this situation in time before any of his birds get sicker and die.
