CAN SOMEONE HELP WITH BREED OR DID THE CHICK NEVER LOSE ITS FEATHERS?

can somebody tell me this breed or is something wrong with it that it never lost its fluff??? It is the same size as the other chicks it was hatched with. It's about getting close to two months old.
