It is a Chinese ringneck cockbird. Commonly referred to as a 'ringneck'.

Appreciate it. Apparently he has been wreaking havoc in a neighborhood. Looking for love in all the wrong places, while leaving a path of destruction.

Its a ringneck mutt, proper ringnecks are colored differently.
