I concur with the past two posts. This looks like coagulated blood from a brawl, likely with another rooster. Has he been drinking?

I'd say it's dried blood!

His comb got cut, probably from a fight or catching it on something. If that is a piece of comb hanging off it will fall off and die. If the bleeding is stopped theres not much you can do for him other than maybe putting neosporin or something on it. He will be complete fine, though

Comb/head injuries often look worse than they are because of all the blood.

Yeah that looks like dried blood to me. He got in a scuffle with somebody.
