Gem, take the fount out and leave them just the nipples. They are smart creatures and if they haven't caught on already, they will very quickly. Especially with 24 chicks, you will never be able to tell that every one of them is drinking. Just have faith in them. My week old turkeys caught on immediately and are doing well.
If you are still wanting to work on training them, you can put some peanut butter on the nipples. It will attract them, but is sticky enough to stay on there.
