Yes. So can a plain old bag of cheap top soil, peat moss, wood ash, a mixture of all.
Do your birds have access to the soil? If so, they will dig their own bath sites.

They do dig in the ground but part of the run is uncovered and gets muddy with rain so I like other options too. I have peat moss in there too but was looking for something to mix with it.
