Can we add a 1 week old chick in with 4 week old chicks?

We live in a city that only allows you to have three chickens, and no roosters . We bought 3 chicks two weeks ago, they are 3 almost 4 weeks old. One is not doing good and we are worried she is not going to make it. If that happens, could we add a younger chick around a week old in with our 4 week old chicks? Because we are limited to such a small flock, I want to make sure we have 3 growing up together.
 
Ideally it'd be best to give it a "friend" of same age, but if you do decide to go this route, make sure you have some way of separating it while keeping it in view of the others, and provide the extra heat it'll need.
 
I think it really just depends on the chicks- the breeds and temperaments. I currently have a 5 week old brabanter and a possibly 4 week old (unsure of exact age) mystery Chick in with 4 tiny 2 week old bantam cochins. They all get along, and the cochins seem to think the bigger chicks are their moms. I know this would not work with all breeds, though. I have some other 2 week old chicks that are wild!
