Can We have as residents,,, Here in Boise Idaho, have pea fowl in our back yards, with it without chickens???

The best thing to do is check with your city council.

Very bad Idea, Peacocks are Very loud.. Especially during breeding season. Their calls sound like a screaming child and can be heard from 5 miles away.. If you have close neighbors I strongly suggest Not getting one. And if you were going to get one i'd buy two so it wouldn't get lonely.. Chickens aren't peafowl.
