can you help? Is this a rooster?

I have become very suspicious about one of my chickens. It's tail feathers look different then the others. My birds are still young about 4 months so no eggs yet, and no crowing. Do you know of any resources that can help me or do you have any insight.

It's not just the tail feathers that are different. He's got male hackle and male saddle feathers, as well.
