Can you help sexing bantam chicks?

All the chicks are 12, nearly 13 weeks now
Cockerel. A pullet won't have that much color or development in her comb or wattles until she's at point of lay. POL is typically around 16-20 weeks for most.

I imagine his saddles are hiding under his fluffy feathers.

This is the rooster at the front and the other chick behind. Feathers on the tail, body size etc all look quite different to me? But in a newbie hen owner!
 
They are both definitely 100% cockerels. The one is just slower to mature. Often when there is a more dominant cockerel/rooster, all the others do mature more slowly.
