Can you tell which chicks will be strong by the last couple days of incubation?

It is currently day 19, and I have one egg that's wiggling so much he turns himself over, and he doesn't stop especially when he's excited when I talk to him or chirp. Does movement in the egg determine how strong the chick will be? One more question, he wiggles and chirps a lot, does that mean he will pip soon or will it be another two days until hatch day?

There is absolutely no way to know survivability while still in the egg. As long as the incubator temp is correct, the chicks should pip sometime tomorrow and all should be finished hatching by the end of day 22.
