Canada winter coming, bare tail areas...

I have persistent bare spots on the tail areas of most hens.

It came about because of overcrowding, now corrected (added 300 square feet of run).

Very few signs of regrowth, will their skin freeze in occasional -30C winters? Average temp is -15c.
 
Feathers need protien to come in. Some people go to chick starter nonmedicated to help their hens through a hard molt. I would keep oyster shells on the side still.
