Candling Question - "Black" still Floats to the Top at day seven?

I was doing candling at seven days, and I still have eggs that the "black" (I'm presuming yolk) still floats to the top when I spin it. Does that mean no development is taking place? There seems to be no veins that I can see.

What color is the egg shell? If it's dark brown you may not be able to see the veins. If it's light colored and still can't see veins on day 10 then just toss the eggs.
I sometimes leave eggs in til day 18 then do the first candling then just before lock down. That way if there is development it's obvious.
 
Is it a relative measurement? I know for a fact I have light brown eggs and darker eggs, but I don't know if they are "dark" eggs. I'll just wait to candle. Thanks for the tip!

I never see veins and on my second incubator hatch...my first hatch I saw no veins and had 10 out of 24 hatch, though I don't think that was a good hatch rate. I am already seeing blood rings in two bantam cochins eggs and some others don't look just right. I only have 5 GLW eggs left and wyandottes are a favorite breed and I really want some but two don't look good at all; one that looked good my daughter happened to crack! Maybe I don't know what to look for...maybe I treat eggs roughly though I dont mean to...maybe I don't need this many chicks lol...
