Can't figure out how to change my Avatar.

I am newer, had an account but forgot the details and made a new one but can someone explain this to me? I've looked at all the avatar FAQs and they all say there should be a "replace your avatar" button below my pic, but nothing is there but my online/offline status. Also I cannot upload any photos without being told that I must log in as an Admin. Any ideas?
