Can't get my brooder cool enough!!

Even in a 2000 sq. ft shop with a fan blowing I cannot get my temp down in my little brooder from 98-100 degrees on my 4 day old domoniques!! It is 96 degrees and a heat index of 114 today here in east Texas!! I took one gallon frozen jug of water and set it on a plastic plate in the brooder. Not to drink , they have a good waterer and they use it. But just hoping they would huddle around it to stay cooler. It worked a little. I really don't know what else to do other than bring them in my house and then use a heat lamp on them for a few weeks!! Help!!
 
Take your cue from the chicks' behavior. If you've provided a fan for moving the air around them so they can shed excess body heat, and they are active and eating and pooping solid little turds, they are fine.

If, on the other hand, you see them standing still with wings drooping or held away from their bodies and they have their beaks open panting, and poops are runny, then you will need to remove them from the shop and install them in the house.
 
I am in Houston and I have brand new baby quail outside.
I don't have a fan on them.
