*PERSONAL OPINION* I'm not necessarily an expert so keep that in mind
I wouldn't even begin to worry about a title for it yet, if you can't make it road worthy there's no point in getting a title. It usually only takes a few weeks to get one anyways (I'm in CO so regulations might different if I had to guess) I'd address any rust foremost as it can kill a car faster then anything. Especially check for rusty spots in the undercarriage, suspension, drive train mounts, etc. Once that's addressed I would change out and flush every single fluid that thing has in it; coolant, brake fluid, oil, any fuel, diff oil, etc. (Emphasis on the fuel part!!!) Also in about that same period I'd replace any rubber fitting or seal that's cracked or damaged for new ones. (Especially belts, brake hoses, fuel lines, etc) then check over the carb and make sure it's in good condition.
That ought to keep you busy for a while lol. It seems daunting but I've done it before on the civic I used to own and without many issues it only took me a few weeks of working on it on and off. Cost definitely adds up quick, especially with older models such as yours, just depends on how much determination you have. I'd also ensure that your motor isn't completely locked up cause that can cost lots of $$$ to replace. To try and unlock the motor you can take the cylinder heads off and fill each one with ATF, let it sit for a day or 2, then try and break it free from the crankshaft pulley bolt (always be sure to turn in correct direction)
One last peice of advice: get on a forum/Facebook group dedicated to you vehicle and ask more specific questions there as they are more likely to know the answer better than anyone else. I for one, wouldn't necessarily be coming to a chicken website asking about restoring a 50's chev![]()
