My oldest pullets are 18 weeks and haven't laid yet either. I might have to start having an egg hunt to see if they laid somewhere other than the nest boxes.
Maybe… what breed are they? Some lay sooner or later than others. If you notice their combs becoming more red and they are investigating the nesting boxes then they are possibly getting ready or may have found a different spot already to lay. Good luck ☺️
 
Looks a bit like the “lakeside Egger” from Meyer, but if she was sold as BYM, that means that she is just complete mix. From the crest it seems like she probably has legbar in her history, and beard indicates ameraucana/araucana somewhere as well.
Omgoodness! I think you may be right about the Lakeside breed. How cute! Cheeky is just the goofiest thing I’ve ever seen, very docile as we have introduced new babies to the flock recently and she actually runs from them lol!
I picked Cheeky up with 4 other chicks and Ameraucana hatching eggs from a farm back in March. The lady hatched Cheeky and her siblings from a friend of hers that also comes from a farm.
I guess whatever combo they bred produced something like a Lakeside Egger (pure luck maybe ) ❤️

Mixes, lol. I have fake eggs laid out in a few places that I want them to lay and I check every morning, but they may've picked a different spot, lol.
