Cat with frostbite

So I went to look over him again and his tail appears to be fine but just a bit crusty.

I'm not sure but if it does need vet care I'll try to find a rescue or something to take him to

I got a picture of him here. His ears have been like that since I found him. He was in -40'C weather without food for two weeks. It's horrible what people will do to their pets. They could have left him at a rescue but instead dumped him.

Also his tails fine just looked a bit odd.
