Can they? Yes. Should they subsist on it? No.

Cattle rations are lower protein and much higher fiber than is optimum for a chickens diet. Yes, I've thrown 12% "livestock" pellets out as scratch. No, it shouldn't be a significant component of the bird's daily feed ration. The same is true of goat pellets, but you must be MUCH more careful of quantity, due to the high metal content in a good goat ration.

That's the general advice. Snap a picture of the guaranteed nutrition label and we can look for any concerning ingredients or nutritional levels..
