Yes, that looks like a rooster. I think this because of the red patches developing on the wings.
In EE's, or particular pea comb birds, not always but most often the males will have 3 clearly developed pea rows while the females have one main pea row down the middle and a much smaller pea row on each side such that it mostly looks like a single pea row down the middle. I have heard some females have 3 pea rows, but that is unusual.What do you mean roosters comb? Do male and female Easter eggers have different combs????
