I think you can only have them changed now if you're a golden feather member like the OP. (Otherwise, I'd not still have the one I have after all of this time!

Cannot afford golden feather membership w/ the way things are financially right now, though.)

The Golden Feather members get to chose their title it is true (within reason of course

), but the mods will still randomly title someone if something about them strikes them as good for a title.
But...
