Poultry censusing is different than censusing for mammalian livestock. Poultry censusing requires a much more extensive approach to get a comprehensive picture. With poultry, ALBC contacts hatcheries, known major breeders, and ALBC members. If they do count hatcheries, how many are up to the real standard and are "true" to how the breed should be.......

There's your caveat. No one can be sure unless the ALBC keeps a tally somewhere. The genetics are there in the hatchery stock, it just takes a lot of work to bring them back.
 
Also, keep in mind folks, the ALBC only counts breeding stock. If you are keeping a single bird or a small flock with no intentions of breeding them, they aren't counted. Please read the link I posted.
 
Im surprised at some of the breeds under watch.... I mean seriously? A cochin? I guess it might just mean that pure cochins and not just hatchery cochins.. but i see cochins all the time where im from.

You are correct in the statement that they will only list a bantam if it does not have a LF counter part. Also to even be considered in the ALBC's census, you must keep a breeding flock of 50 or more birds of the breed. Another reason why there list is flawed. How many people actually keep 50 of one breed? I think they do a great job in the fact that most of the breeds they do list are in need of help, but they need to redefine their standards. I have looked over there most recent publication of the critical list and contacted breeders in refrence to the ALBC's findings. And no, they weren't backyard breeders, I went directly to the Buckeye association and asked one of the members here. According to the ALBC, there are only 75 Buckeye breeders in the US. Mind you one of the ladies who is vitally involved with the poultry census is a Buckeye breeder herself.....

I'm not saying that mixing up your backyard flock is a bad thing. Please don't take it that way. It's the folks who think they are helping, when they really aren't, that actually hurt the most because they don't do the research and don't have a plan of action, or they breed birds without following the breed standards just to make a quick buck.
