Changing city code?

is it hard to change or apply for a change to the city code? Or maybe even obtain a permit to something like keeping rooster?

Yes, it is hard, but with persistence, support and lots of leg work, it can be done... but, it seems it does take a LOT.... rooster permit, probably not.... noise is a big factor in ordinances against chickens to begin with
