Cheapest base under coop?

I prefer a water level...
...just a clear tube mostly filled with dyed water and couple of rubber stoppers.
Way more accurate than a string level, IMO, tho maybe trickier to use.

Pallets make me think.... rodent housing.

Any wood that touches the ground needs to be treated wood or a very expensive wood that doesn't rot quickly like redwood or fir. So you are limiting yourself to something like concrete, cinder block, or brick. I don't know what will be the least expensive for you. You might be able to find something on Craigslist cheap or even free for hauling it away and cleaning it up.

How steep that slope is can make a difference too. If it is fairly flat you might be able to pour a concrete footing or make a level one out of brick or cinder block. If it is very steep you might be better off building it on piers. As long as it is not touching the ground the sill does not need to be treated wood.
