Chick behavior at 6-8 weeks

So I have 5 chicks that I bought and "adopted" out to my broody. She weaned them a week or two ago and I moved her back with the rest of the flock. A few days ago I discovered that one chick (he is a little older than the rest) was attacking another chick to the point of blood, I brought the victim in and put neosporin on his bald, bloody head, and separated him.
And attempt to reintroduce the victim was met with the aggressor immediately run/flying to meet victim with furious and vicious pecking. Anyhow, my question is, does this mean that the attacker is likely to be a hostile adult, and should I cut my losses now? And does it mean that both chicks are probably cockerals?

Top is defiantly a rooster, the bottom one seems like he could be a rood but he could also not be a rooster.
Little chicks can be bullies when they are growing up, however there is a difference between trying to assert dominance and being a little vicious jerk. I've had chicks being aggressive towards weaker chicks but for the most part they stop after they had asserted their dominance.
It's up to you whatever you wanna do, but I personally wouldn't want a rooster like that around my flock.
