It's a cockerel. 8 weeks is pretty young, especially with that coloring.

Most of the time pullets do not develop large wattles until point of lay, but there are very often exceptions. (I've had many pink up quickly, and develop wattles.)

For example: Sapphire Gem (now lays many eggs)
