Chick has hard poo wrapped around its leg?

I have just picked up my chicks and was wondering why this 1 wasnt running around like the others, had a look and found it had some kind of hard string (poo??) around its leg that is still attached to its little bottom. Do i cut it or could it be something else?
 
Well, i decided to cut its leg free cause it couldnt move it, now its just laying there asleep while everyone else is running around? Is it sick? 1st time owner of chicks and have no idea what to do :(


I was going to move them into their proper indoor cage but this box seems comfier for the chick that doesnt want to move
 
he is just a bit slow off the mark as it was sruck for that amount of time

btw that looks like the umbilical cord got wrapped round its leg and dried

cutting was a good call
 
Thankyou for replying, i was a bit worried and umbilical cord seems more likely than poo as it didnt look like poo and the rest seemed to be still stuck to the body. (stupid me didnt realise chicks had umbilical cords)
 
Well this little chick seemed to brighten up yesterday arvo and started eating, but never had anything to drink even when i took it to the water bowl to watch the others drinking. I even put water on the end of my finger and touched his beak, but still nothing.
After waking up all through the night to check they werent too cold or hot, i woke at 5.30 realising that between the 4.30-5.30am this little chick had died and everyone else was sitting on him :(
The other 3 chicks are doing well but crying abit now, hopefully we dont have anymore casulties :(
 
Sorry for you loss. Some of the little ones just don't make it no matter how hard we try.They can go about 2-3 days without food or water after hatching. Might have been smothered by it's siblings being a little weaker and not able to escape.
