Chick hasn't absorbed yolk, Help!

so this baby chick was bor about 20 hours ago and stll is really weak and has something on his butt area some one please help me asap he is very weak! i gave him water and sugar dont know what to do!

This is what I've heard .... wrap him in a damp paper towl (not to wet) and put him back in the bator and just cross your fingers

I have one like that I have it still in the bator wraped in a damp warm cloth (head out so it can breath)so it wont move to much....
I don't use paper towls at all so if you have that use it....
