Chick hatched on day 25 and cannot stand or walk after 2 days

Hey, I have a chick that hatched on day 25. I have left it for a day in the incubator, but the next day I moved the chick into the brooder, he still couldn’t stand or walk. He lays down, when he wants to move he takes a few clumsy steps and lies down again. Chirps only when picked up and is not eating or drinking anything. Feet appear to be swollen as well. Also breathing heavily, as soon as the chick zipped and got out of the egg, he was breathing really heavy. I offered vitamins and electrolytes with water but won’t take anything down. It’s been three days now in the brooder box and he’s still alive but barely moving. Any ideas what this might be?

I had a button quail chick that was similar. I believe he had some neurological issues.
