I'm quite new to hatching and put 18 eggs into lockdown. 1 hatched this morning and a 2nd hatched this afternoon. The 2nd chick had some yolk on her hind end as well as a red sort of vein. The first chick started pecking it so I took the first chick out quickly. Is this a hopeless case?

Not hopeless but she needs a little extra care for now.
Make sure she is in a warm quite environment where she doesn't get pecked on... You could consider wrapping her lower half in clingfilm if there is a lot of yolk still attached.
Give her time

This morning she looks a little sickly. I don't have a secondary brooder but I could run to peavey mart when it opens and grab a heat lamp. Another concern is not wanting to shrink wrap the rest of the eggs.
