Chick Help PLEASE

Hey guys so I have a 1 and 1/2 month old baby chick who isn’t growing feathers. The chick is a americano and all of its sibling have got there feathers. Now I have done some research but have been left at a dead end. My chicks are not bullying the one not growing feathers and the chick without feathers is receiving the proper nutrition. Please help I am at a dead end and really want to know whats wrong with my chick . I have attached a photo of the chick below.

It may have some kind of feather/skin disease. I've never had this problem but he may be a late bloomer. Females develop slower than roo's.
