chick is sluggish and i think i know why. I might need some help

it hatched 2 days ago and yesterday i noticed it was sleepy but i thought it was just a hard hatch but today i think it is because somthing that looks like the cord on a mammal is attached just below the vent. it's been there but i thought it was gonna fall of sooner.
i'm thinking that something is going wrong and is taking all the energy of the chick to fix it.
the other thing is idk what to do now.

I'd give it some "sugar water" maybe some hardboiled egg are you sure it is eating and drinking not too warm or too cold
