Chick isn't pipped on day 23!

All of my chicks have hatched but two. One Serama and one silkie. It is now day 23 and no pip. I decided to see what was going on with those two last eggs. I figured they were both bad, Angel. I candle them and they both had chicks in them. Both were not moving. I cracked the Serama egg open, and to my surprise the chick started moving. I'm assuming I hit a vein because it started bleeding dark red blood all over. I quickly cracked the shell open enough to wear. I could pull its head out that way. It wouldn't drown. I then got a paper towel and tried to get all the blood off of it but that wasn't working too well. So I decided to barely put it under warm water. Then I seen that it had no yolk to absorb. It was ready to hatch but all of its veins were still bleeding. I took it out of the egg and saw that its toes almost looked like silkie's. But there were only three toes and they were weirdly spread apart and pointed all three different directions. I'm assuming that this chick had some deformities. But I don't know if I should intervene with the silky egg or if I should leave it.
 
What I would do is candle the egg , draw around the air cell and use a screw or some thing sharp to carefully pierce a hole in the air cell and peel away all the shell on the air cell . And put coconut oil on the membrane to see if the chick is still alive and see if all the veins are absorbed. I’ve done this many times successfully.

Is the air sac supposed to be on the bottom of the egg or the top?
 
I ended up drilling the egg like you said, and everything looked good. I pealed little tiny pieces of the shell, but no farther than where I marked an egg. The chick ended up being dead. it looked really underdeveloped, and there was some sort of fluid in the egg.
 
Oh no ! I hope you got a good hatch ! It’s always disappointing when you know they started developing and died far along.
Unfortunately this batch turned out to be a dud. I have been using the same incubator for a few months, and I always get 95-100% hatch rates. I bought these eggs off of eBay, so I'm assuming the shipping was rough.
