Chick leg issues- spraddle, tendon?

Meet Turtle.. turtle was the last hatch of a surprise brood from a hen that in 5 years had never, ever been broody. Sadly, her 4 coopmates were gotten by a predator while I was out of town.. so, I incubated the 8 eggs Henrey was sitting on to ensure that they were taken care of. 6 chicks are currently under Henrey and doing great, but then there is Turtle.. i have turtle in a happy little chick hospital right behind me, with warmth and food, but before I treat her little legs I need to figure out which issue she has- she kind of walks on her hocks (which are thick) but her toes are curled inwards to her body when she lies down. I have vetwrap and materials for tiny boots, a cup etc but before i get into this, i need to figure out which issue she has! Please share your thoughts! She is perky, peepy, eats, drinks and poops- just has zero leg ability.

Looks like splayed legs to me, there are many ways to go about fixing it, but you have to act ASAP while the chick's legs are still developing.
