Chick looks like a porcupine

Is it normal for a chick NOT to remove the wax off its feathers? My runty chick has feathers growing but is leaving the waxy coating on them - it looks like a porcupine! Other behaviors are normal - it's eating/drinking/acting fine. All my other chicks are feathering out fine and keeping themselves groomed. This one just looks more ridiculous by the day. They are all 2 1/2 weeks old.

I used to help out my parrot by gently removing the waxy coating from the feathers, you might try that.

Does anyone know why this might be happening? Do I just have a lazy chick?
