A chick has somehow lost part of the top of he beak. She can’t eat, and I’m not sure if she can drink either. What should I do? How can I help her? How long will it take to grow back?

It won't grow back. The beak is mostly bone and doesn't regrow.
Can you post a pic of it, side view, in better light?

You need to give it a deep water dish so it can easily drink, and soft food like a scrambled egg. It may be able to eat and drink with some considerations.

Okay, that's definitely not good. You should figure out how it happened- a collision with something?
However, it can probably learn to live with that. It's going to need soft food for awhile until it heals, though.

Any other kinds of soft food other than eggs? Also, any tips for getting her to eat it?

Unsweetened Greek yogurt could be good because she can swallow it easily.

In my (limited) experience, the best way to get a chick to eat something is to let them see other chicks eating it. If you offer it up to them all special they're not interested, but the second they see others eating it it's all they care about. Fickle little things. lol.
