Chick not eating or drinking! HELP!

I got two chicks gifted to me three days ago due to a caretaker no longer being able to take care of them. They were both fine when I got them but on the second day the smaller one started showing signs of being lethargic, such as not eating, not drinking, and always wanting to be under the heat lamp. I have tried giving it sugar water to maybe give it a boost, but I don't think its working much,..and sometimes if the other chick is eating it will eat a bit if I place him next to the bowl, but he will not eat on his own. All he does is stay under the heat lamp, he always has his eyes closed, and recently I feel he has been getting worse. Is there anything else I can try to do to help this chick?
 
we are kind of dealing with this now as well. It’s so weird. We almost feel like the hatchery just rushed it and we ended up with a lot of babies that maybe just weren’t really healthy to begin with but I’m not sure. I feel so bad for them :(
 
I feel like they had a high volume of orders and didn’t necessarily pay attention to the chicks they were sending. Feels like they sent a LOT of very small babies this time and 3 of them passed. It was something my hubs brought up. I’m not sure if it’s true or just unlucky this go around
