Chick surviving in broken egg on day 21- HELP

Ok, so my banty cochin is at hatching time once again. We have four that are already out and about but need some advice on what to do to help this egg asap. She has alot of eggs under her-9 that have yet to hatch- and this one egg got smashed by another one. I noticed it this morning and at that time i took the other egg of and only the shell had been smashed, the membrane was not punctured. This is day 21 so it should be close to hatch time. Then later on today the egg had been moved to in front of her and the remanents of the shell had been cleared away. Then around 1 I came to check on it again and the membrane was broke

and a large part of the chick has been exposed. Its head has been mostly exposed. About three quarters of that side has been cleared. There is a little bit of blood where the membrane circles the chick. The membrane is losing moisture though and the chick is starting to get dry.im trying to keep it moiste by dabbing some water on it but I dont want to chill it. I need to know what to do, because I really want to try and save it. How long should I wait before trying to help oit come out. and will it automatically speed up the hatching process and try and save itself or will it continue to develop until it is ready or was going to be ready. Advice please!

Oh, and we live in Arizona, so we are trying to combat the extreme heat and dryness that is helping to dry out the chick.
 
So this was my son's post. Wanted to update:
The chick hatched out overnight and is resting this morning

We were really worried since so much of his shell was gone and he was drying out but I guess broody knows what she is doing.

Wil add pics later as hen needs some leave me alone time
