Chick with dry bugged out eye

I have an oe chick hatched a couple days ago that hatched with scissor beak and a bugged out eye that does not close. I can't see any lids that I can even try to close on her. I put gel eye drops on the eye but it is pretty much dried up. She runs and eats like the other chicks. Cull?? Not sure about that eye. Thx
