chick with feathers on its legs?

I have a black chick that is starting to grow feathers on its legs, does that mean he is a bantam?
I have no idea what breed he/she is. Also, is it true that the chicks who are the biggest are going to be roosters?

Both of these things aren't necessarily true. Feathered feet is a sign of breed, not necessarily bantam or standard. You can get a picture of it and ask here https://www.backyardchickens.com/f/15/what-breed-or-gender-is-this
