Chick Won't Grow...HELP

I am a first timer however I read a lot on chickens before deciding on what to get and how to raise them. I have 6 seven week old layers who should all be about the same size, but one little girl just wont grow. She eats and drinks and plays but she still has chick fluff and is a third of the size of the others. Can anyone give me a clue as to why?
 
Any idea as to breeds? Maybe a bantam? And some chicks are just slower than others. Or roosters.....

If she's eating, drinking and active, she's probably just a slow grower. You can always give her a daily drop of Poly-Vi-Sol infant vitamins (without iron) or put a soluable vitamin/electrolyte solution in their waterer. It couldn't hurt and it might help give her a boost.

Some are just 'late starters' and eventually reach full size,others were just meant to be small.If otherwise healthy, don't worry,
