chick wont puff out?

my chick wont puff out why is that and will it puff out? it took about 24 hours for it to hatch is that why? and it has been 6 hours since it has hatched.

Sometimes chicks need a warm bath in plain water. THe chicks look like they have been jelled--stiff spiky not the fluffy look. I hold my chicks under warm water and wash the albumen off the chick then put it back in the incubator to prevent a chill and fluff up.
