chicken apron results

My rooster is rough on my hens so I made the girls aprons about a 2 months ago. They've been doing fine. But when I looked under the aprons last night to see if their feathers were growing back, I had an awful surprise. They are completely naked. Like a chicken ready to cook naked. Does anyone else have that problem? Now I don't know what to do. Will they need to wear the aprons forever? Hubby says get rid of rooster but I don't want to. He's a good rooster.
